Nazis, during and before the world war II, torched, massacred, and even burnt alive in the specially tailor-made Iron Cabins for the same purpose.<span id="more-3465"></span> The remaining a few Jews dispersed around the globe started to gather under a great conspiracy against the people of Palestine. USA, the winner of the Second World War, helped the Jews to lay the foundations of the greater Israel. Palestine and suburbs, according to the Jews beliefs, are the inherited areas of the Jewish old empire. They, therefore, should clutch their property of religious importance back from the occupied. USA and the Great Britain tried their best to get the Jewish dream realized. Thus USA played a vital role in assisting the Jews to get their home back. America helped the newly established; Israel in the complex task of absorbing and assimilating masses of immigrants from the USSR, Ethiopia, the Arabian countries and Europe, in a short period of time President Trueman donated $ 135 million to newly born Israel in order to bear the preliminary expenses of the state and the establishing cost of the immigrants. The US support for Israel has been continuously increasing horizontally as well as vertically since early 1950s. Memorandum of understanding between the two states was signed in 1981 followed by a Free Trade Agreement proposed by Israel. US was the foremost country which signed the Free Trade Agreement in 1985. FTA was the cornerstone of the evergreen relationship between two states. US, even in 1989, helped Israel to absorb about one million Jews immigrants.  US-Israel-Joint Economic Development Group is on other financial tie under which Israel received $ 9 billion from US in 2003. There are many corporate exchange pacts between the two. Israel is the only country which have more listed companies at NASDAQ than any other country after the North Atlantic Countries.<br />
But the pinching question is that what is the reason behind such a coherence among the policies and the powerful relations between US and Israel? or<strong> Why US supports Israel</strong>? or <strong>Why US sides with Israles?</strong> Yes it is the Jews community working, living and controlling the big chunk of the whole of the USA economy. The Senate, the legislative assembly and all the critical post are filled either by the Jews or the satellite persons of the Jewish lobby. All the key political, social, religious and economic meetings and organizations are under the great influence of the Jews. It then, is very logical that why USA support Israel, even say yes to her illegal and evolutionary deeds. The propaganda for the greater Israel is commonly propagated by the Jews and the Roman Catholic Christens. Their shared goal is to evacuate the land of solomon by exiling the Muslim residents from the delta of Nile and all adjacent areas which today are under the control of Muslim states. The only party which is against the Jews, is of Protestants. Otherwise the whale of US is under the thumb of economic tycoons of the Jewish servicemen. Muslims and Islam is the common enemy of both USA and Israel. Israel is sharing borders with Islamic states, USA, therefore supports her ally to nip the enemies as she can. For this purpose US provides all sorts of help-political, economical defence material (weapons)- to Israel to cope with the Muslims. The Israel – Lebanon war of 2006 and other incursion over neighbouring states are vivid examples of the friendship between US and Israel. US allotted Arrow Ballistic Missile technology to Israel. ABM is the most recent missile technology yet.<br />
Despite of many ups and down the US- Israel relationship is exemplary and it seems to be the same in the future. USA also supports every act of Israel in United Nations Organization. She has used maximum number of Vetoes in favour of Israel. These supportive acts of USA give a free hand to this &#8220;illegitimate child of America&#8221; to do whatever it wants to suppress the Palestinians and other neighbouring Muslim countries.</p>

India is rich in variety of weather, people and culture&#8211;the elements necessary for making progress by leaps and bounds. The second, population wise, biggest country India, have both prose and cons of her human resources, but been utilizing she has been utilizing the available manpower efficiently since the very inception of 1990s by letting herself to be an open market economy. The growth rate of India economy was averaged 7% between 1990 and 1997. Despite of India’s attachment was achieved through the open economy strategy, India is continuously going up on the graph of economic growth except the years eclipsed by the global financial crises 2007-08. From 2009, again, economic growth is in an increasing order.<span id="more-3278"></span><br />
What the Indian economy, would be in 2010, it can be foretold by peeping into the previous year’s performance coupled with the global trends. A number of industrial giants and titanic banks have been swept by the financial crisis of the first decade of the 21st century. Many European and American states are still under the clouds of the great crisis but India has came out of this economic laberinth because of its cautious banking policies. The diversity in the ingredients of economy also helped to shatter the crisis up.<br />
The deficit in 2009 was 6.8% GDP, this year it seems to be shrinked because the volume of both exports and imports has been in decreased from 187.9 billion to $ 155.1 billion and $ 315.1 to $ 232.3 billion respectively. On the other hand the reserves of foreign exchange and gold have been increased from $ 254 billion to $ 282 billion in 2009. It will pillow the tired traveler of economy, hopefully, in 2010. India is an agrarian country. The agriculture composed 17.5% of GDP last year, a surge in agri-production is seemed because of the increase subsidies, by the Indian government, for the formers to let him know the new techniques of harvesting.<br />
Industrial sector of India is composed of two folders – modern and huge industries and handicrafts. The successful escape from financial crisis has saved the Indian huge industrial sector. Although the production this year will not be more than that of the proceeding one but the normal profit above the break, would be expected as the crisis has not long lasting impressions on both the industrial and agricultural sectors. The service sector is also safe and sound. The share of services in 2009 was estimated as 62.8% of GDP which is expected to be expanded to be expanded up to 70% of GDP because of a shrinkage in the industrial production. The central bank of India has adopted a strict chain of policies to control the inflationary impact by modifying the fiscal and monetary policies.<br />
The unemployment rate in 2009 and 2008 was 9.5% and 9.1% respectively. It will increase in 2010 by 0.5% because of less volume of manufactures. Unemployment is not only increased in India alone, it is a universal trend which has enveloped the whole of America, Europe and Asian tycoons.<br />
Foreign debt of India increased by $ 3 billion over last years. It is very favourable increase in debt for a country like India, with a huge population and a permanent involvement in warlike activities. The defense budget is slicing a big chunk away from the development section.<br />
India has also proposed a limited privatization of government-owned industries in part to offset the deficit. India’s long term challenges include inadequate physical and social infrastructure, limited employment opportunity and sufficient basic and higher education. In the long run, however, the huge and growing population is the fundamental social, economic and environmental problems. Overall <strong>Indian Economy Overview 2010</strong> shows positive trends.</p>

This National Finance Commission will review the formula for the distribution of funds, taxes and other monetary assets among the Center and the Provinces and among the four federating units of Pakistan namely, Punjab, Sindh, Balochistan, Khyber Pakhtunkhawa. <span id="more-2840"></span><strong>Composition Of NFC Award:</strong><br />
1) Minister of Finance of the Federal Government.<br />
2) Ministers of Finance of the Provincial Governments.<br />
3) And such other persons as may be appointed by the President after consultation with the Governors of the Provinces.</p>
<p><strong>Functions of National Finance Commission:</strong> Following are the major functions of national finance commission</p>
<p>i. The distribution of funds between the Federation and the Provinces of the net proceeds of the taxes.<br />
ii. The making of grants-in-aid by the Federal Government to the Provincial Governments.<br />
iii. The exercise by the Federal Government and the Provincial Governments of the borrowing powers conferred by the Constitution.<br />
iv. Any other matter relating to finance referred to the Commission by the President.</p>
<p><strong>National Finance Commission Award: </strong>The decision of national finance commission is called national finance commission Award. 7th national finance commission Award was passed in 2010</p>
<p><strong>Salient Features of 7th NFC Award 2010</strong><br />
<strong>Size of Divisible Pool:<br />
</strong>As a consequence size of Divisible Pool enhanced by Rs. 68 billion.<br />
Share of Provinces was approximately Rs.39 billion.<br />
Collection charges decreased from 5.2% to 1%.</p>
<p>2.<strong> Vertical Distribution<br />
</strong>-Provincial share increased from 48.75% to 56% in the first year.<br />
-The provincial share would increased to 57.5% after the first year.</p>
<p>3. <strong>Horizontal Distribution</strong><br />
-Multiple criterion have been set for distribution of share among the Provinces.<br />

-Balochistan     28.7 percent,<br />

-As per former formula, the loss of royalty to Balochistan is about Rs 2 billion which will be compensated through generating additional revenue of Rs 1.8 billion under the revised formula. (10 %)</p>
<p>7. <strong>Relief Measures for KP and Balochistan</strong><br />
-KP  NFC recognized the role of NWFP as front line province against War on Terror<br />
-Federal Government to bear all expenditure<br />
-1% of net proceeds of Divisible Pool ear-marked for KP<br />
-Balochistan ,As the most under-developed province of Pakistan and having peculiar geographic and economic characteristics, Balochistan needed special attention of NFC. In the horizontal distribution, its provincial pool has been increased to 9.09% (approximately twice the 2009-10 Divisible Pool transfers). Moreover, Federal Government has promised to cover any short fall due to lower federal revenues.</p>

In Pakistan its importance is more than ordinary due to the agrarian nature of the economy. Pakistan has the widest irrigation system in the world. Among the available resources of water in Pakistan, the river water is the biggest one. There are five major rivers of Pakistan.<span id="more-2738"></span>   </p>

<p><strong>The Indus: </strong>The creation of the embryonic Indus river system, the main source of surface water in South Asia, most likely began 50 million years ago when the Indian plate, Gondwanaland, first collided with Eurasia, Angaraland and formed the Himalayan Mountains in the Mesozoic era. The Indus River system comprises of three major reservoirs, 16 Barrages, 2 head-works, 2 Siphons across major rivers 12 inter link canals, 44 canal systems(23 in Punjab, 14 in Sindh, 5 in Khyber P and 2 in Balochstan) and more than 107000 water courses. The aggregate length of the canals is about 56073 km. It originates from singikahad near Manshwar Lake. Important engineering’s Tarbela Dam and Gazi Brotha Hydro Power Project. <br />

<p><strong>The Chanab </strong>river originates in the Kulu and Kangra districts of the Himachal pardesh, provinces of India. The two chief Streams of Chenab—the Chandr and the Bangr—rise elevation of 16000 feet. These join at Tandi in the state of Jammu and Kashmir. Feed by inumerable tributaries on the long journey from its headwaters, the river gains immense power region above Kashmir. In enters Pakistan through Sialkot near Diawara Village.<br />

The chenab flows through the alluvial plains of the Punjab province. It is then joined by the Jehlum Riverat at Trimmu, 64 km downstrons of Trimmu, the river Ravi joins it. The Satluj joins Chenab upstream of Punjnad and finally at above 64 km below Punjnad it meets of river Sindh at Mithankot. The river Chenab has Marala, Khanki, Punjnad, Trimmu and Qadirabed Barrage and Marala – Ravi link Canal. India has constructed Salal Dam in Jammu about 40 miles upstream of Marala Barrages.   </p>

<p><strong>The Jhelum </strong>is a large eastern tributary of the Indus. It rises from a deep spring of Vernag, in the Indian-held Jammu and Kashmir state. The river moves North-West ward from the Northern slope of the Pir Panjab range to Wular Lake. At Mazaffarabad, the Jhelum joins the Kishanganga river and then bends Southward forming part or the border between Azad Kashmir and Khyber Pakhtunkhawa. Near Mangla, it breaks through the Siwalik range into broad alluvial plains. At Jhelum town the river turns South-West ward to Khushab and then bends Southwards to join the Chenab river.<br />

The Mangla Dam is one of the biggest dams of Pakistan built on Jhehlum river and its reservoir irrigates about 3,000,000 acres of land and has an installed capacity of 300 MW of electricity.   </p>

It flows past Lahore and turns west near kamalia, emplying into the chenab River South of Ahmadpur sial after a course of about 764 km.<br />

<p>Mandarin is spoken by over 1 billion people, making is the most widely spoken language on the Earth. This language is fairly polished language because it can be spoken in China, Brunei, Cambodia, Indonesia, Malaysia, Mongolia, Philippines, Singapore, South, Africa, Taiwan and in Thailand. The varieties of this language cover a huge area containing nearly a billion people. As a result, there are pronounced regional variation in pronunciation, vocabulary and grammar.</p>
<li><strong>English</strong></li>
<p>English is the second most widely spoken language in the world. English is also universal language with 600 million speakers worldwide. The language is officially spoken in over 50 countries till 2010. It is spoken in the countries like U.K., U.S.A, Australia, Brunei, Cameroon, Canada, Fiji, New Zealand, South Africa etc. It is the most studied global language as well as the major source of communication among different cultures and civilizations.</p>
<li><strong>Spanish</strong></li>
<p>Spanish is the third most widely spoken language in the world with around 350 to 400 million speakers. The official language is spoken in  just over 20 nations including Mexico, Spain, U.S, Colombia, Cuba, Andorra and Venezuela. Mexico contains the largest population of Spanish speakers. Now, this language is spoken in Angola, Brazil, Cape, Verde, France, Portugal and Guinea-Bissau because these nations were under Portuguese colonial power. After the transformation of the world from a feudal to an industrial society, the needs of an individual have risen sharply, giving due importance to finance.In Pakistan, due to gigantic rise in population, individual finances have been disturbed a lot. This is because of rising unemployment. The major cause of unemployment in Pakistan are following.</p>
<p>The first cause of unemployment or joblessness in Pakistan is worsening law and order situation. Owing to this negative social phenomenon, foreign direct investment is sliding down to the bottom. According to the economic survey of Pakistan, in the current decade FDI was minimum last year.<span id="more-2666"></span>Also investors are loosing confidence in the political and economic system of the country therefore they are reluctant to invest in any new business venture. Resultantly, new jobs are not generating while the job seekers are rising continuously in the country.<br />
Secondly, Agriculture is account for the maximum job provision in the country. Agriculture sector is facing severe challenges of water shortage, climatic changes and technological backwardness in recent years. These factors have hit the per acre yield negatively which caused loosing of jobs of several people. In 2009-10, agriculture showed a growth of only 2% against the target of 3.8% while nearly 62% of Pakistan population is living in rural areas, and is directly or indirectly linked with agriculture for their livelihood.<br />
Thirdly, Industry is also a heaven for educated as well as semi-educated labour force in the country. Pakistan industry is short listing its labour because of gradual decrease in demand as well as acute energy shortage. Energy shortfall crosses 5500 MW at time causing severe damage to production capacity.<br />
Fourthly, World economic depression coupled with American war against Terror has also put negative impacts on our economy. It has not only doubled our expenditures on military front but also defaced Pakistan’s image in international arena. These factors have put international investment in Pakistan at risk. Therefore, Pakistan is not attracting new investment causing unemployment in the country.<br />
Fifthly, United States of America spent 368 billion in 2007 on research and development whereas Pakistan’s attention towards this sector is the least. By spending on education and research, we can create more specialized fields thus generating more jobs. In the 2010 budget, Pakistan has earmarked only 2% of its GDP on education which is the lowest in whole of the region.<br />
Sixthly, Population increase is also a cause of unemployment in Pakistan. Till 2010, Pakistan’s population is 173.54 million wheras most of the population is unable to survive in the financial race because of illiteracy. In Spite of these factors poor governance, deep rooted corruption, faulty educational system, lack of quality educational institutions and feudalism are also aggravating the situation further.<br />
Finally, we can hold the government responsible for the its poor performance in financial sector. Poor governance have marred the performance of our economic sector by every side and government has taken only cosmetic measures to redress the problem. Dr. Ishrat Hussain suggestions to improve the governance have been put on the backburner.</p>
